thanks in advance.
oh, and i am not living in the States, so it must be able be provide service to other regions. my budget is quite low, less than 10 bucks per month,
I’m glad you don’t want the site builder crap! but why the windows req? Apache is Apache…. linux should be easier to find!
You didn’t say how much you could spend.. anywhere from free to 50 bucks… but you get what you pay for!
I use http://verio.com and they’re always up and available!
UPDATE:
if you are writing the site for an oppressed minority or a liberal political site, I can recommend a free service! Drop me a note!

No it is false… kinda.
Byethost does not allow for the mail() function in php to work on their free hosting plans. Other sites do. http://www.zymic.com/free-web-hosting/ is a decent free host. As well as they do allow for MP3 and larger file uploads. Unfortunately you will probably run into the same mail() problem (I don’t know for sure). So look into SMTP mailers. phpMailer is a good and easy one to use. Most free sites allow, and prefer, you using SMTP mailers.

If you are serious about websites either for personal or your business, don’t go to free web hosting as they are usually not reliable and you may end up losing all your hard work. Free web hosts usually put advertisements on your websites and it could be annoying.
If you like to create websites (usually you will end up more than 1 website, I got more than 100 websites in about 6 months’ time), go for multiple web hosting services where you could host all your websites in one account.
I would like to suggest following webhosting which I use, they are excellent.
Hostmonster http://www.hostmonster.com/track/ryukenden/
They offer hosting of “unlimited domains” and you will get massive webspace of 300000 MB (300 GB ). They only charge .95/month and they offer “a free Domain Name” and installing service called “Fantastico”. By using Fantastico, you could create own forum, photo gallery, shopping cart (e-commerce),your own auction site and your own blogs within few seconds. They also offer “Free Website Builder” as well.
Visit the site to check details.

Thanks for your help!
There are many web hosting providers and you might become confused to choose which one. It is very important that you choose a good web host. Good doesn’t mean expensive. Good means reliable with great support. When you choose a web host, make sure they have excellent support. If you have a problem with your web site you want help now, not in a day or two.
It can be confusing when choosing a web hosting company because they all look pretty much the same and they seem like they know what they are doing. However, I recommend reading reviews from reliable websites so that you may compare and become more familiar with the hosting companies before making a decision. This website has helped me a lot with my hosting decisions for a while now http://www.top15hosting.com
I am a web designer and I have changed back and forth from many companies over the years but my favorite one is currently ranked #1. I am moving all my websites to them as the contracts expire. They certainly include your requirements. I hope this will help you.

1) PHP is a web scripting language. It is commonly used alongside the Apache web server and MySQL database server. Furthermore, lots of popular and reliable applications are written in PHP and require no programming on your part to reap their benefits. The best hosting companies have an auto-installer called Fantastico that let you add and remove then from your website with just a few mouse clicks.
2) My favorite hosting company has all these features.
